Terje Roed-Larsen, president of the International Peace Academy since January 2005, serves concurrently as the United Nations Secretary-General's special envoy for the implementation of Security Council Resolution 1559. A former academic, he founded the Fafo Institute for Applied Sciences in 1981 in Oslo, and, as its director, initiated research into Palestinians' living conditions in the West Bank and Gaza Strip. That led to secret PLO-Israel talks and the Oslo Accords of 1993. During the 1990s, he was special adviser on Middle East affairs for the Norwegian Ministry of Foreign Affairs and later its ambassador and special adviser on the Middle East peace process.
