David Menser

Lieutenant Colonel David C. Menser, U.S. Army Foreign Area Officer specializing in China and Taiwan, will be speaking about China’s current status in international relations.

A graduate of West Point, Lieutenant Colonel Dave Menser is a U.S. Army Foreign Area Officer specializing in China and Taiwan. Since July 2013, he has been the China Deputy Division Chief at the Joint Staff Strategic Plans and Policy Directorate.

For three years, he served as Military Attaché at the United States Embassy in Beijing. He holds an MA in Chinese Studies from the University of Hawai’i, as well as an MS in Engineering Management from the Missouri University of Science and Technology.
